花蓮擁有全國最長的海岸線和最大的有機農業面積,以及 80% 的森林覆蓋率,這些自然資源將成為實現淨零目標的關鍵,自 2021 年以來奠定花蓮縣淨零基礎,並以聯合國 17 項SDGs永續發展指標為重要施政方向,持續強化單位碳盤查能力,落實淨零排放工作,更以多面向啟動相關輔導,整合政府、民間及技術研發單位資源,與產業攜手建構幸福永續大花蓮。
花蓮縣政府、花蓮縣環保局配合中央政策,盡可能以公平和包容的方式推動綠色轉型,同時與國立東華大學永續發展中心共同辦理溫室氣體盤查及碳足跡主導查證員訓練課程,廣邀可能受到淨零轉型衝擊的產業人員前來受訓,培育在地碳盤查、碳足跡及碳中和綠領人才,亦邀請產官學界專家學者共同探討花蓮淨零公正轉型的方向,並與各行各業民眾,針對淨零目標可能面臨的困境,或對公正轉型的作為,發表意見或想法。
Hualien boasts the longest coastline and the largest area of organic agriculture in the country, along with an 80% forest coverage rate. These natural resources will be key to achieving the net-zero goal. Since 2021, Hualien County has laid the foundation for net-zero emissions, aligning with the United Nations’ 17 Sustainable Development Goals (SDGs) as a crucial policy direction. The county continues to enhance its carbon accounting capabilities, implement net-zero emission efforts, and launch multifaceted support programs. By integrating resources from the government, private sector, and research and development institutions, Hualien is collaborating with industries to build a sustainable and prosperous Hualien.
In line with central government policies, the Hualien County Government and the Hualien Environmental Protection Bureau are promoting green transformation in an equitable and inclusive manner. They have partnered with the Center for Sustainable Development at National Dong Hwa University to organize training courses on greenhouse gas inventories and carbon footprint verification for lead verifiers. These courses invite industry personnel who may be impacted by the net-zero transformation to participate, nurturing local green-collar talents in carbon accounting, carbon footprint analysis, and carbon neutrality. Experts from the government, academia, and industry are also invited to explore the direction of Hualien’s fair transition to net-zero emissions. The public, industries, and stakeholders are encouraged to share their opinions or ideas regarding the challenges of achieving net-zero goals and the actions for a fair transition.
