花蓮擁有全國最長的海岸線和最大的有機農業面積，以及 80% 的森林覆蓋率，這些自然資源將成為實現淨零目標的關鍵，自 2021 年以來奠定花蓮縣淨零基礎，並以聯合國 17 項SDGs永續發展指標為重要施政方向，持續強化單位碳盤查能力，落實淨零排放工作，更以多面向啟動相關輔導，整合政府、民間及技術研發單位資源，與產業攜手建構幸福永續大花蓮。

花蓮縣政府、花蓮縣環保局配合中央政策，盡可能以公平和包容的方式推動綠色轉型，同時與國立東華大學永續發展中心共同辦理溫室氣體盤查及碳足跡主導查證員訓練課程，廣邀可能受到淨零轉型衝擊的產業人員前來受訓，培育在地碳盤查、碳足跡及碳中和綠領人才，亦邀請產官學界專家學者共同探討花蓮淨零公正轉型的方向，並與各行各業民眾，針對淨零目標可能面臨的困境，或對公正轉型的作為，發表意見或想法。

Hualien boasts the longest coastline and the largest area of organic agriculture in the country, along with an 80% forest coverage rate. These natural resources will be key to achieving the net-zero goal. Since 2021, Hualien County has laid the foundation for net-zero emissions, aligning with the United Nations’ 17 Sustainable Development Goals (SDGs) as a crucial policy direction. The county continues to enhance its carbon accounting capabilities, implement net-zero emission efforts, and launch multifaceted support programs. By integrating resources from the government, private sector, and research and development institutions, Hualien is collaborating with industries to build a sustainable and prosperous Hualien.

In line with central government policies, the Hualien County Government and the Hualien Environmental Protection Bureau are promoting green transformation in an equitable and inclusive manner. They have partnered with the Center for Sustainable Development at National Dong Hwa University to organize training courses on greenhouse gas inventories and carbon footprint verification for lead verifiers. These courses invite industry personnel who may be impacted by the net-zero transformation to participate, nurturing local green-collar talents in carbon accounting, carbon footprint analysis, and carbon neutrality. Experts from the government, academia, and industry are also invited to explore the direction of Hualien’s fair transition to net-zero emissions. The public, industries, and stakeholders are encouraged to share their opinions or ideas regarding the challenges of achieving net-zero goals and the actions for a fair transition.

國立東華大學永續發展中心為擴展永續發展議題上的夥伴關係，於12月5日與印尼Universitas Pertamina簽署合作備忘錄(MOU)，經由雙方專業資源的投入與結合，積極開展學術研究、社區服務等之合作，共同實踐聯合國的各類永續發展目標（SDGs）。

於簽署合作備忘錄前，Universitas Pertamina一行專程拜會東華大學徐輝明校長，徐校長表示，Universitas Pertamina已規劃於2025年6月舉辦韌性暨永續發展之國際研討會，並邀請東華共同主辦，期望兩校未來在學術與實踐的方向持續緊密合作。東華永續長李俊鴻教授特別感謝徐輝明校長的大力支持，並說明此次與Universitas Pertamina之跨國合作範圍，主要針對發展印尼在各類環境與永續的適應性管理評估系統進行建構，並逐年規劃出其行動方案。東華大學在過去三年，已與Universitas Pertamina研究團隊，共同就社區為本的適應性衛生和保護計劃，與永續觀光及廢棄物調適管理的議題完成各項計畫，共同發表在Tourism Management、Journal of Cleaner Production及Sustainable Cities and Society等國際頂級期刊。兩校未來將共同推動印尼峇里島鯨鯊保育調適管理與價值評估計畫，並持續深化兩校的國際伙伴關係。

適應性管理是一結構化、持續監測與學習反饋的過程，更能為面對不確定因素，做出穩健決策基礎，且政府或組織於推動永續發展過程，不能忽略利害關係人的意見，如何聚焦、收斂，並再形成行動方案、落實推動。Universitas Pertamina將藉由與東華大學永續發展中心及環境暨海洋學院碳中和研究中心等團隊的密切合作，共同參與印尼適應性管理評估工作，建置方法學及提出行動策略，期能更有效整合國家資源，提升相關研究的深度與廣度，創造優質且永續的科研場域。

To expand partnerships on sustainability issues, the Center for Sustainable Development, National Dong Hwa University (NDHU) signed a Memorandum of Understanding (MoU) with Universitas Pertamina, Indonesia, on December 5 in the morning. Through the integration and application of both institutions’ professional resources, the collaboration aims to actively promote academic research, community services, and the realization of the United Nations’ Sustainable Development Goals (SDGs).

Prior to the signing the Memorandum of Understanding (MoU), the Universitas Pertamina delegation paid a special visit to National Dong Hwa University (NDHU) President Hui-Mi Hsu. President Hsu remarked that Universitas Pertamina has scheduled an international symposium on resilience and sustainable development for June 2025, extending an invitation for NDHU to co-host the event. He expressed his hopes for continued close collaboration between the two universities in both academic and practical pursuits. NDHU’s Chief Sustainability Officer, Chun-Hung Lee expressed gratitude for President Hsu’s strong support and outlined the scope of this transnational collaboration with Universitas Pertamina. The focus is on the development of adaptive management evaluation systems for various environmental and sustainability challenges in Indonesia, with action plans to be systematically designed over the coming years. Over the past three years, NDHU and Universitas Pertamina research teams have collaborated on multiple projects, including community-based adaptive health and conservation programs, sustainable tourism, and adaptive waste management. Their joint research has been published in leading international journals such as Tourism Management, Journal of Cleaner Production, and Sustainable Cities and Society. Looking ahead, the two universities will jointly promote an adaptive management and value assessment project for whale shark conservation in Bali, Indonesia, while continuing to deepen their international partnership.

Adaptive management is a structured process involving continuous monitoring and learning feedback, providing a robust foundation for decision-making in the face of uncertainty. Moreover, in promoting sustainable development, governments or organizations must not overlook stakeholder perspectives. It is crucial to focus, synthesize, and transform these insights into actionable plans that can be effectively implemented. Universitas Pertamina will closely collaborate with NDHU’s Center for Sustainable Development and Carbon Neutral Research Center in the College of Environmental Studies and Oceanography to participate in the adaptive management evaluation initiative in Indonesia. This partnership aims to establish methodologies and propose action strategies that effectively integrate national resources, enhance the depth and breadth of related research, and foster a high-quality, sustainable research environment.

2024年11月28日，「淨零公正轉型暨碳定價政策推動論壇」於花蓮縣環境保護局盛大舉行，吸引159名參與者齊聚一堂，共同研討東部地區在淨零轉型中的關鍵策略與實踐挑戰。花蓮縣徐榛蔚縣長親臨致詞，強調地方政府推動淨零政策的決心，並指出淨零碳排已成顯學，未來施政將以既有科學基礎為依據，制定具體政策並落實執行，同時廣納建議，完善政策方向。花蓮縣目前已完成溫室氣體自我盤查，並制定淨零碳排路徑，期望透過企業減碳、森林綠碳、黃碳與海洋藍碳碳匯、低碳觀光旅遊等多元策略，全力推進實現淨零目標。

論壇由國立東華大學永續發展中心率先揭幕，說明「113年度東部淨零軟實力計畫」的核心目標、關鍵議題及對策建議，強調東部在淨零轉型中的地理特性與潛在優勢。農業部資源永續利用司則著重農業部門的淨零排放策略，介紹減量與增匯的實際舉措，並分享資源循環的成功案例。環境部代表則詳細解析碳費制度與碳定價政策的核心架構及實施效益。花蓮縣政府從地方治理角度出發，剖析地方推動淨零碳排政策的策略與挑戰，並提出中央政策與地方實踐結合的未來發展方向。在綜合座談時段，與會者進一步討論各產業在轉型過程中的困境，以及推動淨零綠生活與民眾生活轉型的潛在效益。

於行政院國家永續發展委員會、花蓮縣政府、花蓮縣政府環境保護局支持下，此次論壇匯聚政府機構、學術界與地方代表，透過多元視角，共同探索淨零、碳定價政策與公正轉型的實踐路徑，為東部地區邁向2050淨零排放目標提供嶄新思維與務實方案，展現跨部門、跨領域合作推動淨零的強大能量。

On November 28, 2024, the Just Transition and Carbon Pricing Policy Forum was grandly held at the Hualien County Environmental Protection Bureau, attracting 159 participants to discuss key strategies and practical challenges in achieving a net-zero transition in eastern Taiwan. Hualien County Magistrate Chen-Wei Hsu attended and delivered remarks, underscoring the local government’s commitment to advancing net-zero policies. She emphasized that achieving net-zero carbon emissions is now a critical global issue and stated that future policymaking will be grounded in scientific evidence, with a focus on actionable plans and rigorous implementation. She also welcomed public input to refine policy directions. Hualien County has already completed a greenhouse gas inventory and developed a pathway to net-zero emissions. Through diverse strategies, including corporate carbon reduction, green forest carbon sequestration, yellow and blue carbon sinks, and low-carbon tourism, the county aims to accelerate progress toward the net-zero target.

The forum was inaugurated by the Center for Sustainable Development at National Dong Hwa University, which outlined the core goals, critical issues, and policy recommendations of the  2024 Net-Zero Capacity Building in Eastern Region. The presentation highlighted the region’s unique geographic characteristics and potential advantages in achieving a net-zero transition. The Department of Resources Sustainability under the Ministry of Agriculture focused on strategies for net-zero emissions in the agricultural sector, sharing practical measures for both emission reduction and carbon sequestration, as well as successful examples of resource recycling. Representatives from the Ministry of Environment provided a detailed analysis of the carbon fee system, the framework of carbon pricing policies, and their expected benefits. From the perspective of local governance, the Hualien County Government examined the strategies and challenges of implementing net-zero policies at the regional level, proposing ways to integrate national policies with local practices. During the comprehensive panel discussion, participants further explored challenges faced by various industries during the transition, along with the potential benefits of promoting green lifestyles and transitioning community living practices.

Supported by the National Council for Sustainable Development, the Hualien County Government, and the Hualien County Environmental Protection Bureau, the forum brought together representatives from government, academia, and local communities. By addressing net-zero policies, carbon pricing, and just transition through diverse perspectives, the event provided innovative ideas and pragmatic solutions for eastern Taiwan’s path toward the 2050 net-zero target. It also showcased the strong collaborative efforts across sectors and disciplines to advance net-zero goals.
