「臺灣永續治理大學聯盟」成立於2022年，由臺灣大學、臺灣師範大學、臺灣科技大學、臺灣海洋大學、中央大學、中興大學、中山大學、屏東科技大學與東華大學等9所國立大學組成，為共同建立高等教育機構間的交流網絡，肩負起大學永續發展及社會責任，除年度聚會外，日常也頻繁透過社群平台分享經驗。

東華大學徐輝明校長於開幕時表示，極端氣候與環境變遷是全球面臨的共同挑戰，大學不僅是知識創新與人才培育的搖籃，更是引領社會綠色轉型的重要基地。東華大學長期致力營造低碳綠色校園與在地實踐，竭誠歡迎聯盟夥伴在減碳、生態及防災領域的實務，發揮「跨校共好」的綜效。

聯盟 9 校皆為環境部第三期溫室氣體排放量盤查登錄之大學，特以「碳中和工作坊」聚焦於校內盤查、環境部平台操作展開，並由東華大學碳中和研究中心洪耀明主任發表「LEAP–InVEST整合架構於MRV導向碳中和規劃之應用」，提出結合能源排放與自然碳匯的雙模型分析架構，為校園評估2040年淨零可能性提供具科學基礎的創新路徑。

「生物多樣性」由屏東科技大學野生動物保育研究所洪孝宇助理教授發表「農田曠野立棲架：保育瀕危猴面鷹」，透過設立人工棲架吸引黑翅鳶與草鴞等猛禽停棲，成功以生態防治取代毒鼠藥，創造農業發展與生態保育共榮的雙贏局面。東華大學自然資源與環境學系楊懿如副教授則分享「公民科學、臺灣蛙類保育與校園蛙類監測調查」成果，展現超過800位志工參與的強大網絡，且啟動外來種-海蟾蜍早期偵測與快速反應機制，守護臺灣原生物種。

「防災韌性」由中山大學永續發展辦公室楊靜利副永續長與李怡志經理，分享校園防災韌性舉措，與「雄好交陪（ENGAGE）」社會實踐紀實，探討如何結合在地知識、跨國共學與防災調研，打造氣候調適與防災韌性社區。臺灣大學鄧伊棋研究專員則詳述「臺大韌性校園計畫」，針對災害主責單位分工、全校性常態防救災演練及校園防災地圖建置等面向，提出系統性優化策略。東華大學李俊鴻永續長壓軸發表「花蓮縣大規模災害推估與圖資運用」，展示在地災害潛勢研判及防救災協作機制的具體應用，強化城鄉面對巨災的防護能力。

除前述豐富的學術與實務報告，也參訪花蓮理想PAARK水岸生活與立川漁場，觀摩在地有機漁業及環境教育設施場所的永續旅遊政策。

2026臺灣永續治理大學聯盟年會，在熱烈的交流中圓滿落幕，2027將於中央大學再次齊聚，攜手為高教環境建構更具韌性與永續性的未來。

The 2026 Taiwan Sustainable Governance Universities Alliance Annual Conference was held on May 15 at the Shoufeng Campus of National Dong Hwa University (NDHU). The conference featured in-depth inter-university exchanges on key topics, including “University Greenhouse Gas Inventories,” “Carbon Neutrality,” “Biodiversity,” and “Disaster Resilience,” aiming to accelerate alliance members’ progress toward net-zero campuses while inspiring new approaches and strategies for sustainable governance.

Established in 2022, the Taiwan Sustainable Governance Universities Alliance consists of nine national universities: National Taiwan University, National Taiwan Normal University, National Taiwan University of Science and Technology, National Taiwan Ocean University, National Central University, National Chung Hsing University, National Sun Yat-sen University, National Pingtung University of Science and Technology, and National Dong Hwa University. The Alliance was established to build a collaborative network among higher education institutions and jointly advance university sustainability and social responsibility. In addition to annual gatherings, alliance members frequently exchange experiences through online communities and social platforms.

In his opening remarks, President Hui-Mi Hsu of NDHU stated that extreme climate events and environmental change are shared global challenges. Universities, he noted, are not only hubs for knowledge innovation and talent cultivation, but also important drivers of society’s green transition. National Dong Hwa University has long been committed to developing a low-carbon green campus and promoting local sustainability practices. The university warmly welcomed alliance partners to share practical experiences in carbon reduction, ecology, and disaster resilience to create positive cross-campus synergies.

As all nine alliance member universities are registered institutions under the Ministry of Environment’s Phase III Greenhouse Gas Inventory Program, the “Carbon Neutrality Workshop” focused on campus inventory operations and the use of the Ministry’s platform. Director Yao-Ming Hong of the Carbon Neutrality Research Center at National Dong Hwa University presented “Application of the LEAP–InVEST Integrated Framework in MRV-Oriented Carbon Neutrality Planning.” The presentation proposed a dual-model analytical framework integrating energy emissions and natural carbon sinks, offering a scientifically grounded and innovative pathway for evaluating the feasibility of achieving campus net zero by 2040.

Under the theme of “Biodiversity,” Assistant Professor Shiao-Yu Hong from the Institute of Wildlife Conservation at National Pingtung University of Science and Technology presented “Perching Structures in Agricultural Fields: Conserving the Endangered Grass Owl.” By installing artificial perches to attract raptors such as black-winged kites and grass owls, the initiative successfully replaced rodenticide use with ecological pest control, creating a win-win model for agricultural development and biodiversity conservation. Associate Professor Yi-Ju Yang from the Department of Natural Resources and Environmental Studies at NDHU also shared the outcomes of “Citizen Science, Amphibian Conservation in Taiwan, and Campus Frog Monitoring Surveys.” The project demonstrated the strength of a volunteer network involving more than 800 participants and launched an early detection and rapid response mechanism for the invasive cane toad, helping protect Taiwan’s native species.

As climate change intensifies compound disasters, “Disaster Resilience” has become a key concern among universities. Associate Chief Sustainability Officer Ching-Li Yang and Manager Yi-Chih Lee from the Office of Sustainability at National Sun Yat-sen University shared campus resilience initiatives and the social practice project “ENGAGE,” discussing how local knowledge, international collaborative learning, and disaster preparedness research can be integrated to build climate adaptation and disaster-resilient communities. Research Specialist Yi-Chi Teng from National Taiwan University reviewed the “NTU Resilient Campus Project,” proposing systematic optimization strategies for disaster management responsibilities, regular university-wide disaster drills, and campus disaster prevention mapping. In addition, Chief Sustainability Officer Chun-Hung Lee of NDHU presented “Large-Scale Disaster Estimation and GIS Applications in Hualien County,” showcasing practical applications of local disaster risk assessment and disaster response coordination mechanisms to strengthen urban and rural resilience against major disasters.

In addition to academic and practical presentations, the conference also arranged field visits to Promisedland Resort & Lagoon and Lichuan Fish Market, where alliance members observed sustainable tourism practices related to local organic aquaculture and environmental education facilities. With the support of President Hui-Mi Hsu, sustainability has become one of the core institutional priorities of National Dong Hwa University (NDHU). Since 2024, the University has promoted the “Flagship Project II (Sustainability),” encouraging faculty and staff to further advance sustainability-related research and practice. Building on its long-standing commitment to issues such as biodiversity and natural capital, NDHU has in recent years actively engaged in cross-sector dialogues on global sustainable finance and emerging trends in nature-related financial disclosure, reflecting President Hsu’s vision of integrating sustainability into both academic expertise and everyday practice.

Invited by its long-standing partner, Leadership Management Consulting Co., Ltd., NDHU’s Chief Sustainability Officer, Dr. Chun-Hung Lee, participated on December 17, 2025, in the “2025 Second Seminar on ISO Technical Standards and Emerging ESG Trends.” Drawing on institutional experience and perspectives from higher education, Dr. Lee delivered a keynote presentation titled “An Overview of the Taskforce on Nature-related Financial Disclosures (TNFD) Framework and Its Application in Corporate Practice,” exchanging insights with industry representatives on emerging trends in nature governance and sustainable management.

The one-day conference featured four major thematic sessions, exploring how ESG strategies can be integrated with nature-related governance frameworks, biodiversity, and the circular economy, thereby strengthening corporate commitments to the environmental (E) dimension of sustainability. Environmental management discussions also focused on critical issues such as carbon credits, the impacts of carbon pricing and fees, internal carbon pricing mechanisms, and greenhouse gas inventory practices. In addition, the conference provided updates on the latest developments in international standards and highlighted key directions for corporate compliance and response strategies, helping participants stay informed of evolving global regulatory trends. Beyond keynote speeches, the event included interactive “Consultant Dialogue” sessions that facilitated real-time discussion of practical challenges, fostering active engagement among participants.

Dr. Lee emphasized that the core principle of the Taskforce on Nature-related Financial Disclosures (TNFD) lies in supporting organizations to identify the interdependencies and impacts between their operations and the natural environment, assess associated risks and opportunities, and incorporate nature-related considerations into decision-making processes. Compared to climate-focused disclosure frameworks, TNFD adopts a more comprehensive approach by systematically addressing ecosystem services, biodiversity, and land- and water-related issues, carrying profound implications for future organizational governance and sustainable development. Looking ahead, NDHU will continue to contribute its academic expertise to domestic and international sustainability dialogues, deepen collaboration with industry and broader society, and advance sustainable development in Taiwan and globally through research, education, and concrete action.

Enhancing Sustainability Governance and Disclosure: NDHU Holds Sustainability Training Sessions

In November 2025, the Center for Sustainable Development organized two sustainability training sessions to strengthen the University’s governance capacity, data preparation, and sustainability reporting quality. Sustainability officers, members of the Sustainability Development Committee and working groups, as well as SDGs liaisons, were invited to participate. Through thematic lectures and group discussions, the trainings aimed to enhance campus-wide capabilities in advancing sustainability goals.

The first session, “Advancing Sustainability Reporting,” focused on the latest international disclosure standards, including updates to GRI 101 (Biodiversity), GRI 102 (Climate Change), and GRI 103 (Energy). The session also reviewed areas in NDHU’s sustainability report that require further enhancement—such as energy and water data, student support outcomes, campus safety, community impact, and net-zero planning—to improve the completeness and credibility of future disclosures.

The second session, “Envisioning a Sustainable Future: Reviewing NDHU’s Vision and Action Strategies,” examined sustainability practices in higher education across the Environmental, Social, and Governance (ESG) dimensions. Topics included carbon reduction, water resource management, biodiversity conservation, social support measures, and governance transparency. The session encouraged participants to reflect on NDHU’s sustainability vision and explore the integration of AI with sustainable development.

Sustainability Officer Chun-Hong Lee noted that this training series helps University members stay aligned with global sustainability trends. Moving forward, NDHU will continue promoting cross-unit collaboration, advancing concrete net-zero planning, strengthening sustainability governance capacity, and making timely adjustments as it progresses toward the 2030 sustainability goals and the 2050 carbon neutrality vision.

不只是年度報告：從 GRI 與 SDGs 出發，打造更真實的永續故事 Beyond the Annual Report: Building a More Authentic Sustainability Narrative through GRI and the SDGs

由臺灣永續治理大學聯盟主辦、國立屏東科技大學(下稱本校)永續發展辦公室承辦之「2025臺灣永續治理大學聯盟年會」，今日(10月31日)在本校大數據中心1樓隆重舉行。出席單位包含國立臺灣大學、國立臺灣師範大學、國立臺灣科技大學、國立臺灣海洋大學、國立中央大學、國立中興大學、國立中山大學、國立東華大學等大專校院聯盟成員齊聚，針對校園永續治理經驗與成果交流分享，展現高等教育推動永續發展的決心與行動力。

本次年會於上午安排校園生態教育導覽，由本校的優秀導覽員帶領各校與會師生代表，參訪馳名且兼具教育與研究重要角色的「保育類野生動物收容中心」。該中心自 1992 年成立以來，已收容逾 5,000 隻動物，現有近千隻、約100種保育類野生動物，收容中心占地約 2.5 公頃，具備完善的醫療與照養設施，協助政府處理瀕危與待查證野生動物，成為臺灣重要的野生動物保育基地，透過開放參觀、志工訓練與夏令營等活動，傳遞野生動物保育與正確飼養觀念。

下午行程規劃「議題分享」與「交流會報告」兩大主軸，其中「議題分享」以「節能管理」與「生物多樣性」為主題，前者由國立東華大學永續發展中心洪耀明組長與國立臺灣科技大學營繕組張韻慈組長分享學校的節能實務經驗，探討校園能源管理與永續設施改進之具體作法；後者邀請國立臺灣大學永續辦公室王曉朗專任助理及國立中央大學永續發展暨社會責任辦公室吳忻怡組長探討生態多樣性守護策略，分享校園生態維護與物種多樣性推動的策略與成果。

「交流會報告」則由聯盟成員跨校合作的小組分享年度成果，包含由國立臺灣海洋大學負責推動的「永續課程」主題，由社會責任實踐與永續發展中心張文哲中心主任報告，分享各校永續課程設計與教學創新上的實踐經驗與成果；另一主題「校園溫室氣體盤查」為國立臺灣師範大學主責執行，由永續發展中心李誠哲行政專員報告，分享各校於校園盤查的經驗與執行進展。本次年會透過各校分享討論，深化彼此交流，共同思考永續治理在大學校園中的實踐路徑。

At the award ceremony—hailed as the “Green Oscars”—held on October 18, Professor Lee was honored alongside 14 other individuals and 3 groups. Deputy Minister Wen-Chen Tu commended Professor Lee for his success in integrating academic, civic, and governmental efforts to promote the conservation and sustainable use of Taiwan’s natural resources.

The Forestry and Nature Conservation Agency, Ministry of Agriculture provided the following recommendation: Professor Kuang-Chung Lee of the NDHU is a key pioneer in promoting the Satoyama Initiative in Taiwan. He founded the Taiwan Partnership for the Satoyama Initiative (TPSI), successfully facilitating the participation of 28 domestic organizations in the international network. His efforts have further linked community forestry with Taiwan Ecological Network, advancing resilient local community development. His achievements have not only strengthened Taiwan’s ecological foundation but also made Taiwan’s experience an international model, showcasing a sustainable vision of harmonious coexistence between humans and nature.

NDHU President Hui-Mi Hsu stated that Professor Lee’s dedication has positioned NDHU as a pioneer of the Satoyama Initiative in Taiwan, inspiring faculty and students to engage in sustainable rural development. Last year, NDHU further established the Satoyama-Satoumi Office under the University Center for Sustainable Development, with Professor Lee serving as its director. This recognition highlights NDHU’s leadership role in both domestic and international collaborations under the Satoyama Initiative. Moving forward, NDHU will continue to advance its efforts toward building a sustainable Taiwan.

1992年，聯合國召開地球高峰會（Earth Summit），簽署了《氣候變化綱要公約》及《生物多樣性公約》兩項關鍵環境公約，並確立「永續發展」的理念與方針。前者聚焦穩定溫室氣體排放，後者致力保護生物多樣性，以應對全球環境挑戰。為提供各會員國政策制定者科學、基於證據的評估，聯合國分別於1988年成立「政府間氣候變遷專門委員會（IPCC）」，並於2012年設立「政府間生物多樣性和生態系統服務科學政策平台（IPBES）」。被譽為「生物多樣性IPCC」的IPBES，於2019年完成《第一次全球生物多樣性和生態系統服務評估》（Global Assessment），並計畫從2025年底起，歷時三年至2028年完成《第二次全球評估》（2nd Global Assessment）。該評估分五大章：情境設定、不同知識體系及原住民與在地社區角色、狀態與趨勢、未來路徑、行動選項。今年3月，IPBES徵求全球優秀學者專家參與，從900多位申請者中僅選約150位負責研討與撰寫；每章指定2至3位具國際專業與協調能力的專家擔任協調主要作者（coordinating lead author, CLA）。

東華大學永續發展中心孫夏天博士兼研究員，同時也是東華大學環境暨海洋學院自然資源與環境學系的兼任助理教授、以及IPBES原住民族與在地知識的工作小組（IPBES ILK Task Force）組員，今年3月間受東華大學推薦參加甄選，9月2日接獲IPBES秘書處通知選定結果，邀請擔任《第二次全球評估》第2章的協調主要作者（CLA）」，這是臺灣首次有學者獲得此殊榮！

CLA 需參加作者會議、政策制定者摘要會議，以及多場線上會議，並將擔任重要的領導角色，負責管理指定章節的撰寫、品質和及時交付。與其他作者和專家合作，將科學、實踐和政策資訊綜合為一致的評估報告，及時交付給報告的聯合主席（co-chairs）彙整出版。IPBES《第二次全球評估》預計於2028年底或2029年初完成，並將在IPBES第15屆全體會議（IPBES 15th Plenary）上通過，將成為聯合國及各國政策制定者在永續發展、生物多樣性保育、氣候變遷減緩和調適等主題上的關鍵參考文件，同時呼應聯合國永續發展目標（UN SDGs）以及昆明-蒙特婁全球生物多樣性框架（KM-GBF）2030年的目標。

2025 年 3 月接受亞瑞仕國際驗證股份有限公司實地查證，已順利通過。 2025 年 5 月14日特舉辦授證儀式，認可東華大學符合碳盤查品質的高度要求，亦能為日後每年溫室氣體盤查作業、減量規畫、碳中和路徑藍圖修正奠定堅實基礎。徐輝明校長表示，溫室氣體盤查為為全校行政、學術系統共同協力合作完成，通過外部查證不僅是對盤查作業的肯定，更是對社會負責任的展現。

東華大學早在 2021 年即宣告 2050 年碳中和目標。於實務推動上，2023 年完成壽豐與美崙校區之綠地碳匯調查。未來，除每年進行溫室氣體盤查資料更新、掌握碳排熱點外，亦規畫導入 ISO 50001 能源管理系統標準、研議現有太陽能板轉自用的可行性、逐步汰換耗能設備，同時加強推廣使用環保標章產品，落實淨零綠生活與持續優化碳中和路徑藍圖，穩健邁向碳中和目標。

In alignment with the United Nations and Taiwan’s Sustainable Development Goals, and in support of Taiwan’s 2050 Net-Zero Emissions Policy, National Dong Hwa University (NDHU) launched a self-conducted greenhouse gas (GHG) inventory in October 2024, following the ISO 14064-1:2018 international standard. The inventory covers 2023 data for the Shoufeng Campus and includes Category 1 direct emissions, Category 2 indirect emissions from purchased electricity or steam, and Category 4 emissions from waste treatment. Despite the complexity of the task, all university departments and offices worked collaboratively under the coordination of the Center for Sustainable Development and the Office of General Affairs to compile and consolidate extensive data. Total emissions were calculated at 11,350.478 metric tons of CO₂ equivalent (tCO₂e), primarily from stationary and mobile fuel combustion, fugitive emissions, and electricity consumption.

In March 2025, NDHU successfully passed on-site verification conducted by ARES International Certification Co., Ltd. To formally commemorate this achievement, a certification ceremony was held on May 14, 2025, recognizing the university’s adherence to rigorous standards in GHG inventory practices. This accomplishment lays a strong foundation for annual inventory updates, emissions reduction planning, and ongoing refinement of NDHU’s carbon neutrality roadmap. President Hui-Mi Hsu emphasized that the success of the GHG inventory reflects the joint efforts of administrative and academic sectors. He noted that third-party verification not only affirms the credibility of the process but also highlights NDHU’s commitment to environmental accountability and social responsibility.

As early as in 2021 NDHU first declared its goal of achieving carbon neutrality by 2050. In practice, the university completed carbon sink assessments of green spaces on the Shoufeng and Meilun campuses in 2023. Looking ahead, NDHU will continue to update its GHG data annually, monitor key emission sources, adopt the ISO 50001 Energy Management System, assess the feasibility of converting existing solar panels for on-site use, and gradually phase out energy-intensive equipment. Simultaneously, the university will strengthen promotion of eco-labeled products and foster a low-carbon, sustainable lifestyle—continuously optimizing its roadmap and advancing steadily toward carbon neutrality.
