國立東華大學為增進核心團隊對ESG（環境、社會和治理）與SDGs（永續發展目標）趨勢的認識，發展校園協力夥伴關係，於2024年6月17日至6月18日在臺東舉辦「ESG永續共識營」，共同檢視目前進行各項計畫與ESG之關聯，並邀請領導力企業管理顧問有限公司王聖源總經理分享ESG相關議題。

共識營以由永續核心團隊成員在會中分享已執行或預計進行之計畫為破冰暖身，驚喜發現能扣合多項SDG指標，顯示ESG早已在東華生根發芽，例如：

• 管理學院與門諾醫院建立醫療大數據資料庫，製作Moocs影片和生態導覽系統（SDG 3 、SDG 17）
• 原住民民族學院推動建構原住民教育文化知識體系，提升和平正義的制度（SDG 10、SDG 16）
• 花師教育學院推動性別平權教育，結合教育與性別議題，舉辦小小領袖育樂營、偏鄉閱讀活動（SDG 4、SDG 5、SDG 16）
• 教務處計劃將SDGs導入校內課程系統（SDG 4）
• 學生事務處著眼交通安全、性別平等、永續市集（SDG 3、SDG 4、SDG 12）
• 總務處延續節能舉措、提升能源效率（SDG 7）
• 圖書資訊處搭建5G專網，將AI導入校園，建置東華專屬GPT系統（SDG 11）。

王聖源總經理分享 ESG 人才培育趨勢、企業在環境保育、社會責任和治理結構的長期承諾與成果、大學淨零或碳中和策略制定及實踐，和其他大學推動SDGs與永續實績，也介紹氣候變遷因應法進程、臺灣在碳權交易市場，與探討企業設定減碳目標及碳捕捉技術的發展。

本次共識營並前往臺東縣延平鄉紅葉谷綠能溫泉園區，參觀地熱發電的運作、電能規劃、原住民民族部落或文化保存，及綠能溫泉園區觀光休閒產業的運作模式，見證永續發展之實例。

ESG是當今全球熱門話題，國立東華大學為了讓ESG與SDGs理念貫徹校園，不僅設置專責永續發展中心，更在2024年紮根期延聘核心單位主管擔任單位永續長、永續工作小組委員，高規格的層級與規模，在國內大學中實屬罕見。 被譽為花東縱谷學術殿堂的國立東華大學，雖還處於0403地震災後復原中，仍堅持永續發展目標宣言，回應聯合國、臺灣的SDGs與 2030 永續發展藍圖八大願景，期能更與校務治理、中長程發展計畫緊密連結，朝徐輝明校長「學術國際化、服務在地化」的方向前進。

To enhance the Task Force’s understanding of ESG (Environmental, Social, and Governance) and SDGs (Sustainable Development Goals) trends and to develop campus partnerships, National Dong Hwa University (NDHU) held the “ESG Sustainability Consensus Camp” in Taitung from June 17 to June 18, 2024. The event featured Mr. Edison Wang, General Manager of Leadership Management Consulting Co. Ltd., sharing insights on ESG-related topics.

The consensus camp began with examining NDHU’s on-going projects and found significant alignment with several SDG indicators. Evidently ESG has been deeply rooted across the campus. Examples include:

● The College of Management collaborates with Mennonite Christian Hospital to establish a medical big data database, create MOOCs, and develop an ecological tour system (SDG 3, SDG 17).

● The College of Indigenous Studies promotes the construction of an indigenous education and cultural knowledge system, enhancing peace and justice institutions (SDG 10, SDG 16).

● The College of Education advances gender equality education, combining education and gender issues, and organizes leadership camps and reading activities in rural areas (SDG 4, SDG 5, SDG 16).

● The Office of Academic Affairs plans to integrate SDGs into the campus curriculum system (SDG 4).

● The Office of Student Affairs focuses on traffic safety, gender equality, and sustainable markets (SDG 3, SDG 4, SDG 12).

● The Office of General Affairs continues energy-saving measures and improved energy efficiency (SDG 7).

● The Library and Information Center builds a 5G private network and introduced AI on campus, establishing a dedicated GPT system for NDHU (SDG 11).

General Manager Edison Wang shared trends in ESG talent cultivation, long-term commitments and achievements of enterprises in environmental conservation, social responsibility, and governance structure, strategies and practices for achieving university carbon neutrality or net-zero, and SDG and sustainability accomplishments of other universities. He introduced the progress of climate change laws, Taiwan’s carbon trading market, corporate carbon reduction targets, and carbon capture technology development.

The consensus camp also visited the Vakangan Hot Spring Park in Yan-Ping Township, Taitung County, to observe the operation of geothermal power generation, energy planning, indigenous tribal or cultural preservation, and the operational model of the green energy hot spring park tourism industry. An evident example of sustainable development was witnessed and greatly appreciated.

ESG has become a prominent issue globally. To implement ESG and SDGs concepts throughout the campus, NDHU has not only established a dedicated Sustainability Development Center in 2024 but also appointed top executives as Unit Sustainability Officers in the introduction stage. This high-level and large-scale initiative is unique among Taiwan’s universities. Despite still striving to recover from the April 3 earthquake disaster, NDHU, known as the academics center of the East Longitudinal Valley, remains committed to its sustainability goals. Responding to the UN and Taiwan’s SDGs and the 2030 Sustainable Development Blueprint’s eight visions, NDHU aims to closely integrate these with university governance and mid-to-long-term development plans, moving towards President Hui-Mi Hsu’s declaration of “academic internationalization, local service.”

南華大學作為承諾碳中和目標的先驅者，於2015年通過ISO 50001能源管理系統、2018年通過ISO 14064溫室氣體查驗標準，並積極推動各項具體減碳措施。此次工作坊中，洪執行長向與會者介紹南華大學團隊所建置的“Natural Zero”碳中和平台，並邀請國立東華大學成為平台夥伴，共同推動校園溫室氣體盤查。在校長徐輝明的大力支持下，國立東華大學將於本年進行初次基礎溫室氣體盤查，並歡迎教職員生一同參與。

Climate change and global warming are among the most critical issues of our time and generations. In this battle concerning the future of our planet, the role of educational institutions is paramount. To deepen the understanding of climate change among faculty and students of National Dong Hwa University, nearby businesses, and the general public, President Hui-Mi Hsu has instructed the Provisional Center for Sustainability Development to organize two sessions of free physical and online workshops, with an invitation extended to the Director of Center for Sustainability at Nanhua University, Yao-Ming Hong. The workshops attracted a total of 59 participants, including faculty and students from NDHU, representatives from businesses, and members of various societal sectors. During the event, participants not only gained insights into greenhouse gases, the importance of assessments, and operational procedures but also became more aware of Nanhua University’s experiences and achievements in energy management and greenhouse gas assessments.

As a pioneer committed to carbon neutrality, Nanhua University obtained ISO 50001 Energy Management System certification in 2015 and ISO 14064 greenhouse gas verification standard certification in 2018, actively promoting various specific carbon reduction measures. During this workshop, Director Hong introduced the “Natural Zero” carbon neutrality platform developed by Nanhua University’s team to participants and invited NDHU to become a platform partner to jointly promote campus greenhouse gas assessments. With the strong support of President Hui-Mi Hsu, National Dong Hwa University will conduct its first foundational greenhouse gas assessment this year and welcomes faculty and students to participate.

The active participation of National Dong Hwa University is not only a firm commitment to sustainable development but also a responsibility to future generations. We look forward to contributing our efforts to the construction of a better environment through these endeavors.

於「第一部曲：永續報告書重要篇章–認識永續管理標準–GRI」，鄭瑜皓經理與大家分享「永續管理師」在政府主管機構、任職企業、利害關係人、外部查證單位、顧問公司等所需負責的項目，並再介紹編製永續報告書時，可參考的架構-GRI準則，以及如何經由利害關係人問卷結果鑑別報告書之重大主題。

然而，為什麼企業或大學需編製與發布永續報告書呢？由「第二部曲：認識ESG國際永續趨勢潮流」王聖源總經理為在場的59位參與者解惑。經解析相關名詞、闡述ESG（環境、社會、治理）發展現況、聯合國永續發展目標 (UN SDGs)，和分享精選優質企業永續報告書內容架構，讓大家更明瞭ESG國際永續趨勢潮流，並更加認識1本永續報告書需蘊含的內容。

「第三部曲：ESG報告書新篇章-TCFD及SBT」則由蕭百淳經理，簡明與48位參與者一起面對氣候變遷議題和可能對我們的影響，分享世界各國和臺灣的減碳目標與承諾、碳管理相關標準，及企業或大學如何因應「碳」議題，為減碳，企業正在進行的項目。

透過工作坊，我們不僅增進對ESG、GRI、TCFD和SBT等相關標準和框架的瞭解，更重要的是，我們提供實用的知識和工具，支持參與者在自身領域中能更適宜地應對永續管理的挑戰。於徐輝明校長的大力支持下，我們會持續舉辦類似工作坊，為促進永續發展做出更多積極的貢獻。

Sustainable development has become an indispensable core issue for universities, and it is one of the key axes of university governance actively promoted by President Hui-Mi Hsu of National Dong Hwa University. In order to assist faculty, students, and businesses in Hualien, as well as the general public concerned with sustainable issues, in gaining a better understanding of international trends and standards in sustainable management, and to help them identify sustainable issues for further cultivation or improvement after understanding, the Provisional Center for Sustainable Development invited Edsion Wang, General Manager and Chief Consultant of the Leadership Management Consulting Co., Ltd., along with Manager Yu-Hao Cheng and Manager Pai-Chun Hsiao, to conduct a series of three free workshops on sustainable manager, both in person and online video, from February 20^th to March 12^th, 2024, attracting a total of 158 participants.

In the first part, titled ” Key Chapter of Sustainability Report – Understanding Sustainable Management Standards – GRI”, Manager Yu-Hao Cheng shared with the participants the responsibilities of “Sustainable Manager” in government regulatory agencies, corporate roles, stakeholders, external verification units, consulting firms, and introduced the framework of GRI guidelines that can be referenced when compiling sustainability reports, as well as how to identify material topics of reports through stakeholder questionnaire results.

However, why do companies or universities need to compile and publish sustainability reports? This was clarified by General Manager Edsion Wang in the second part, titled “Understanding International ESG Sustainability Trends”. By decoding relevant terms, explaining the current development of ESG (Environment, Social, Governance), United Nations Sustainable Development Goals (UN SDGs), and sharing the content structure of selected high-quality corporate sustainability reports, participants gained a clearer understanding of international trends in ESG sustainability and a deeper awareness of the content required in a sustainability report.

The third part, “New Chapter in ESG Reporting – TCFD and SBT”, led by Manager Bai-Chun Hsiao, addressed climate change issues and their potential impact on us, sharing carbon reduction targets and commitments from various countries and Taiwan, carbon management-related standards, and how companies or universities respond to the “carbon” issue and projects underway for carbon reduction, with 48 participants. Through these workshops, we not only enhanced understanding of ESG, GRI, TCFD, and SBT standards and frameworks but more importantly, provided practical knowledge and tools to support participants in better addressing the challenges of sustainable management in their respective fields. With the strong support of President Hui-Mi Hsu, we will continue to hold similar workshops, making more positive contributions to promoting sustainable development.

永續是全球共同面臨的重要議題，長期扎根花蓮的國立東華大學致力推動可持續發展理念，連年出版大學永續報告書，詳實揭露學校 2022 年於環境保育、社會參與及教學人才培育等 ESG 的行動及績效。2022 年永續報告書再獲第 16 屆臺灣企業永續獎（TCSA）永續報告書獎金級，首次參與永續綜合績效獎項獲選績優，顯見東華在大學教育及各面向的付出獲得外界肯定。

繼 2020 年簽署大學永續發展目標宣言、建構 2030 永續發展願景，東華為實踐 2050 碳中和的承諾，著手規劃碳中和路徑藍圖，展現東華的綠色影響力。利用智能科技設施提升教學成效，與周邊社區及產業連結，將永續教育核心價值融入中長程校務發展，打造共伴、共學、共創、共好及共榮的「5G」（Five toGether）模式，並與其他 8 所國立大學攜手組成「臺灣永續治理大學聯盟」，建立大學永續發展的交流網絡，從內到外穩步落實永續。
